Ohio Administrative Code (OAC) Chapter 3745-36 contains the requirements for industrial users (IUs) discharging to a publicly-owned treatment works (POTW) without a pretreatment program. IUs include any industrial or commercial facility discharging wastewater to a POTW.
What changes are being considered?
· Add new requirement for Centralized Waste Treatment (CWT) facilities and other facilities that take off-site wastes, including septage treatment systems. The update will require these industries to maintain records of off-site wastes accepted by the facility.
· Revision of Toxic Organic Management Plan requirements in OAC 3745-36-10(G) to clarify requirements and protocols.
· Addition of the Upset and Bypass language in 40 CFR 403.16 and 40 CFR 403.17, respectively.
Written comments will be accepted until 5 p.m. on May 1, 2026.
