Issue Date: 10/08/2026 Permit Number: P0140492 Permit Type: PSD Facility ID: 0123000448 Facility Location: 1420 Lancaster-Newark Rd., Walnut Twp., OH 43046 Facility Description: Fairfield Energy Center LLC is proposing to construct a new natural gas fired electric generating facility utilizing simple cycle turbines. The Director of the Ohio Environmental Protection Agency, 50 West Town Street, Columbus Ohio has issued a draft air pollution control Prevention of Significant Deterioration (PSD) installation permit for the listed facility. The draft permit is being issued to solicit comments from any interested party for the director to consider prior to making a final decision. The proposed allowable emission rates of PSD pollutants from the facility in tons per year are: Nitrogen Oxides (NOX) 485.8; Carbon Monoxide (CO) 687.1; Volatile Organic Compounds (VOC) 218.3; Particulate Matter (PM) 334.2; PM less than or equal to 10 microns (PM10) 333.4; PM less than or equal to 2.5 microns (PM2.5) 333.3; Sulfur Dioxide (SO2) 86.5; Sulfuric Acid (H2SO4) mist 19.1; Greenhouse Gas/Carbon Dioxide equivalent 7,232,826. Air dispersion modeling was performed to show allowed emission levels will not cause or contribute to an exceedance of any National Ambient Air Quality Standard (NAAQS). The maximum air pollutant concentrations and averaging periods that are expected from this facility are the following in micrograms per cubic meter: 7.30 nitrogen dioxide (NO2) 1-hour, 0.26 NO2 annual; 567.69 CO 1-hour; 312.18 CO 8-hour; 2.97 PM10 24-hour; 1.90 PM2.5 24-hour; 0.14 PM2.5 annual; 2.94 SO2 1-hour; 2.52 SO2 3-hour; 0.87 SO2 24-hour; and 0.05 SO2 annual. Air dispersion modeling was also performed to evaluate potentially toxic compounds and passed all toxic modeling thresholds. All other pollutants were too small to model.
