What

First Quality Tissue plans to build a facility at 12050 Ashwood Road in Defiance to manufacture paper products. The proposed facility would discharge up to 4.8 million gallons per day of treated wastewater into the Maumee River.

Why

New discharges of pollutants into waters of the state are required to undergo an antidegradation review. These reviews identify different discharge alternatives, evaluate social and economic benefits, and ensure the receiving stream maintains its existing uses.
