Ohio EPA has entered a proposed Consent Order with the city of Maumee to address sanitary sewer overflows (SSOs) in Maumee.
The proposed Orders require the City to implement the SSO control projects recommended in the Sewer System Evaluation Study. The projects are estimated to cost $176M and must be completed by January 1, 2044. The proposed projects include:
Mitigation of inflow and infiltration sources from public and private sources;
Modification of overflow structures to improve capture during precipitation events;
Installation of relief sewers to increase conveyance capacity within the sewer system; and
Construction of storage facilities in the “Uptown” and “Turnpike” areas of the collection system to capture peak flow events.
The proposed Orders also requires continued implementation of the 2021 Director’s Final Findings and Orders, which include:
Operate and maintain the sanitary sewer system according to the developed plan.
Maintain written records for at least three years.
Submit an annual report of all SSOs and basement backups to Ohio EPA.
Implement an emergency response plan to notify the public when an SSO occurs.
The proposed Orders include a $10,000 civil penalty for the past violations, as well as stipulated penalties for future violations.
