Notice is hereby given that the Director of Environmental Protection is proposing to update the State Water Quality Management Plan (208 Plan), as required by Sections 303 and 208 of the Clean Water Act. This plan describes and promotes efficient and comprehensive programs for controlling water pollution from point and nonpoint sources in a defined geographic area. The State of Ohio prepares and maintains the 208 Plan applicable in the 64 counties where Areawide Councils of Governments, appointed by the Governor, do not act as the lead planning agencies. This update is to Appendix 9-1 - Management Agencies and Prescriptions for Sewage Collection and Treatment in 42 Ohio Counties and Appendix 9-2 - Maps of Facility Planning Areas and other features associated with Prescriptions for Sewage Collection and Treatment. The update will incorporate the Mid-Ohio Water and Sewer District (MOWSD) facilities planning areas (FPAs) to the Madison County portions of the appendices. In 2023, MOWSD was formed under Ohio Revised Code (ORC) 6119 as a regional water and sewer district. Since its formation, the MOWSD has agreements with the City of London, Village of Plan City, and Madison County to take over 208 Planning responsibilities for their sewerage systems. This update reflects the MOWSD�s wastewater facilities plans that will affect areas in: Madison County (part), City of London, and Village of Plain City The public comment period will run until 5:00 p.m. on May 19th, 2025. A public hearing on the proposed State Water Quality Management Plan update will be held to consider public comments. The in person public hearing will be held at 6:00 PM on May 12th, 2025, at Tolles Career Center, 7877 US Highway 42, Plain City, OH 43064. Written comments should be sent via email to epa.dswcomments@epa.ohio.gov. Written comments may also be submitted to the Hearing Officer at the public hearing. Written testimony will receive the same considerations as oral testimony. Ohio EPA will consider all testimony received at the hearing or by 5:00 p.m. on May 19th, 2025, prior to final action on the 208 Plan update. Written comments submitted after this date may be considered as time and circumstances permit.
